  16. <p>     MERRY CHRISTMAS, ZELL. In an expansive holiday mood,
  17. outgoing Atlanta Mayor Andrew Young sent some truly memorable
  18. Christmas cards to his constituents this year--at the expense
  19. of the taxpayers. The place-mat-size cards (9 1/2 in. by 14
  20. in.) featured a cluttered montage of Atlanta scenes and a
  21. handsome portrait of Young with the caption "Municipal Leader
  22. of the Year, 1989," an honor bestowed upon him last year by
  23. American City & County magazine. Among the 1,500 Christmas card
  24. recipients: Lieutenant Governor Zell Miller, an opponent of
  25. Young's in this year's Democratic Party gubernatorial primary.
  26. Citing the $2,500 cost of the mailing, Miller thundered, "If
  27. this man is elected Governor, what will he send out in 1991?
  28. A billboard?"
